As the first quarter of 2025 closes, President Trump has signed more than 100 executive orders within his first 100 days in office. Surpassing a record of executive orders previously held by the 32nd U.S. President, Franklin D. Roosevelt. Combined, these executive orders are redefining the political landscape, which is having a direct impact on the economic landscape in which institutions of higher education seek to serve. So much so, that Moody’s, a global provider of credit ratings and assessor of financial stability and creditworthiness of organizations, in mid-March downgraded its 2025 outlook for the American higher education sector from stable to negative.
